D3.2 Guidelines for structure for regional innovation hub

This document summarizes the conceptual framework underlying the establishment of innovation hubs as a result of the research conducted within WP3 “Develop Innovation Hubs to foster innovation between companies and HEI” of BOOGIE-U project. It presents a step-by-step guide to setup the structure for a regional innovation hub that is coordinated by a higher education institution (HEI) or a university.

Taking the previous research conducted under WP3 of BOOGIE-U project as its starting point, this guide proposes a five-stage model in order to set up an innovation hub. The first stage involves the definition of the vision and mission, in which the expected values and underlying working approach will be elaborated. Then comes the structure of the innovation hub, which refers to the organizational form under which the innovation hub will operate and the corresponding stakeholder composition to be involved. In the third stage, the activities that can be assumed by the innovation hub are presented. Fourth stage presents the pathways for regional engagement, that are the means and tools to provide external stakeholders access to the innovation hub services. Finally, the guidelines emphasize the international dimension that will connect single innovation hubs under a common transnational network to be governed by a virtual interface.

It should further be specified that the model proposal presented here depicts a generic, conceptual scenario. However, regional innovation and entrepreneurship ecosystems (IEEs) manifest in various different constellations based on the level of development and the requirements. Therefore, the stages can be put into force and implemented differently in order to adapt to the changing circumstances of the existing regional IEE.

D4.2 WP4 Strengthening Quadruple Helix Collaborations

1.1 WP4’s overall objectives

WP4 builds upon the challenge-based innovation approach developed in the ECIU University project, where HEIs are viewed as facilitators in the co-creation of solutions with different stakeholders to tackle complex global challenges faced by society. WP4 aims to merge this approach with the experiences of EIT KIC partners and use this novel challenge-based approach to gather quadruple helix stakeholders together and allow them to bring their specific insights into the toolkits and guidelines developed in other WPs. In
particular, these activities will contribute to boosting HEI capacities by strengthening support services for start-ups and scale-ups (WP6) and enhancing entrepreneurship education (WP8).

1.2 Objective of the deliverable D4.2

The main objective is to establish new and enhance the nature, content and type of collaborations with external partners. More precisely, it is about co-creation of innovative challenge-based activities in the developing Innovation Hubs. To tackle this task, we have first collected ongoing best practice in this area. In the subsequent phase of the project (i.e. in the final 12 months of the project) we will apply these best practices in the design, development and execution within the consortium of a number of challenges.

1.3 Main conclusions

The main conclusions of this work could be summarised in the below bullet points (see also chapter 4, Conclusions).

  • Definition of the complementarity between CBL and I&E challenges in order to propose concrete solutions to the ecosystem’s challenge providers;
  • Several successful models for working with challenges and challenge providers in courses and events have been identified in the consortium; Collaboration within the consortium has led to better understanding and improved practice among the consortium members;
  • A Co-creation process framework articulated around three generic phases has been identified as crucial when working with I&E challenges. These are (1) the inspiration phase, for the sourcing of the I&E challenges, (2) the ideation phase built on collective intelligence workshops to sketch and collect concrete solutions to challenge ecosystem’s challenge providers, and (3) the creation/development phase showing the necessity of ecosystems partnerships to support innovative projects and startup creation from students or PhDs;
  • The different local best practices from each partner and the co-creation process framework led to place the HEI at core of a local ecosystem through I&E activities and will help to consider it as an innovation hub.

D5.2 Report on main areas for exchange of good practices

Horizontal activities in WP5 “Enhancing networking and mutual learning through exchange of good practices” are implemented, to ensure reaching BOOGIE-U “BOOstinG Innovation and Entrepreneurship through European Universities” project (further – project) goals, implementation of all project work
packages, to increase cooperation among staff of partners’ institutions, to exchange good practices between partners, European Alliances and to bring in the best practices of EIT KICs to find solutions to major societal challenges in areas with high innovation potential.

As part of WP5 activities, BOOGIE-U project’s Community of Practice was established. D5.2 “Report on main areas for exchange of good practices” was planned for T5.2 “Identification of main areas for exchange of good practices“. This report summarises an investigation carried out to analyse internal consortium needs and to identify internal resources available. Conclusions are drawn using the Delphi method (expert consensus.

Attention areas have been collected and ranked by the consortium members. This exercise revealed that further activities should be focused on:

  1. Teaching and learning assessment – assessment of knowledge, skills and satisfaction.
  2. Raising qualification of HEI staff in E&I.
  3. Developing new partnerships – discovering new ways of cooperation, new incentives of cooperation.

This allows us to draw a conclusion that the consortium should focus on improving teaching and learning assessment and development of new partnerships through joint learning.

D6.2 Methodological Guide and Toolkit for providing innovative support services for start-ups and scale-ups

This methodological guide provides an overview and description of relevant tools to help the universities to develop a mentoring program that serves to improve their entrepreneurship support strategies.

Based on prior research and international initiatives, we propose a six-stage mentoring program and important issues to consider in their development. Also, we adapted practical tools to implement the program with the purpose of not only designing a single program but contributing to building a mentoring
culture.

Finally, it is essential to consider that the levels of development of the programs in each university are different, and so are the needs. Therefore, one of the main challenges is collecting and designing material for mentoring programs that are applicable to all the universities. For this reason, all the suggestions here should be adapted according to the necessities of the different institutions and ecosystems.

D7.2 Best practices collected from two Learning and teaching assessment Workshops and Guidelines

The objective of WP7 “Improving teaching and learning assessment for better I&E education” is to improve teaching and learning assessment in I&E education initiatives in BOOGIE-U partners. The core of this task is to extend the already existing tools, such as HEI Innovate EPIC tools, EntreComp, etc. to deliver a comprehensive toolkit that can be used to different initiatives formats, targets (bachelor students, master students, lifelong learners…), for different learning goals and customized to the specificities of HEIs. Assessment is an opportunity to become more aware of the way we learn, as we boost entrepreneurial skills and mindset, and we develop metacognition.

This deliverable (D7.2) is focusing mostly on learning assessment through a self-directed approach and a reflective perspective while deliverable D7.3 will be focused on teaching assessment through feedback from learners (teaching quality assessment) and peer evaluation of teaching integrating summative with formative evaluation.

D8.4 Challenge-Based Internship and Mentoring

Internship is an excellent way to collaborate and learn. In this report we have made an inventory and described examples of various types of internship and different ways to create internship solutions. On a regional level, internships could be regarded as a tool to strengthen the regional innovation system and the so-called “knowledge triangle”.

The dissemination and exploitation strategy outlines the approach, targets and objectives for dissemination and exploitation activities implemented in the BOOGIE-U project. The basic goal is to describe the process of making the innovation accessible to all target audiences, improving the circulation of new ideas more feely, so that they could be transformed into products, services and create new markets, fostering a stronger culture of innovation and entrepreneurship.
Since communication, dissemination and exploitation form a separate and distinct project management cycle, this report is based on the project objectives and closely relates to the communication plan.

The document provides a background of the project, the exploitation strategy and an overview of the dissemination and communication activities.

D3.3 Report on the pilots

This report summarizes the results of WP3 “Develop Innovation Hubs to foster innovation between companies and HEI” of the BOOGIE-U project. The report is based on questionnaires, and when possible interviews, of the persons involved in the local innovation ecosystems of the participating HEI.

First, the structure of the Innovation and Entrepreneurship Ecosystems (IEEs) in all BOOGIE-U regions is briefly presented. The main actors involved in each BOOGIE-U region, the internal and external stakeholders of the university and the relations among them are then described. The process of establishing or restructuring a regional innovation hub (or similar structure) is also presented and discussed.

Then, the main activities, involving competence development (entrepreneurial training and education), start-up services and incubation, challenge-based initiatives, etc., are described. The stronghold of the main activities is emphasised and the most impactful activities are underlined, together with reflections on most relevant lessons learned and comments on the main attention points are listed.

Finally, the potential opportunities for a Transnational Innovation Hub connecting the existing regional innovation ecosystems in the BOOGIE-U partners’ regions and in the future in all the ECIU partners are described, followed by an overview of the potential main activities of a Transnational Innovation Hub, as described by the BOOGIE-U partners.

D4.3 Ex-post evaluation report on the implemented activities and guidelines for long-term sustainability

Based on D4.2 deliverable concerning Co-designed challenge-based activities, the partners’ institutions have executed 6 co-designed challenge-based activities overall to consolidate the collaborations by bringing quadruple-helix stakeholders together: HEIs, companies, start-ups, public administration. They contribute to design and set up Innovation Hubs orchestrated by each HEI to foster innovation within its regional ecosystem.

These spaces act as open agora through which to organize hybrid (physical and online) pilots of the activities and events developed in all other WPs. These co-designed innovative challenge-based activities were built along two axes related to strengthening support services for start-ups and scale-ups (WP6) and enhancing entrepreneurship education (WP7 and WP8).

In the long run, Innovation Hubs will remain as a concrete legacy of the project, relying on a sustainability model related to co-creation.

In this report, we synthetize the data collected on a table named “completion of co-designed challenge-based activities”, and from an additional survey sent to each partner. The synthesis is structured around the 3 segments of the innovation funnel:

  • Inspiration phase: the phase in which academic or non-academic staff watch a need in the ecosystem, that could be turned into a problem-solving challenge
  • Ideation phase: the time during which students (including PhD students) can contribute in a challenge-based activity to solve cases proposed by stakeholders
  • Creation/development: when the institution follows up the results after the challenge-based activity and develops support services for entrepreneurship, new collaborations with the ecosystem stakeholders regarding collaborative projects, pedagogical innovation.

D5.3 Report on best practice training workshops

BOOGIE-U project aims to establish Innovation Hubs – hybrid, digitally-enabled spaces for solving multidisciplinary societal challenges in entrepreneurial ways while providing personalised learning and new business opportunities for different stakeholders: students, young researchers, startup personnel, company and public administration employees in need of upskilling in innovation and entrepreneurship.

Horizontal activities in WP5 “Enhancing networking and mutual learning through exchange good practices” activities are implemented to: contribute to reaching the project goals; increase cooperation among staff of partners’ institutions; exchange good practices among partners, including European Alliances; bring in the best practices of EIT KICs. All in all consolidating diverse methodologies, approaches within I&E education as well as capacity building in European HEIs hence contributing to solutions of major societal challenges.

As part of WP5 activities, BOOGIE-U project’s Community of Practice was established which collaborates throughout the project on E&I education topics. Attention areas, such as E&I teaching and learning assessment, raising qualification of HEI staff in E&I and development of new partnerships, were identified as highest priority areas of the consortium during BOOGIE-U project Phase 2a, T5.2 “Identification of main areas for exchange of good practices“.

T5.3 was dedicated for training workshops to support capacity building. Two capacity building workshops were organised and deliverable D5.3 Report on best practice training workshop sums up the main findings. In today’s rapidly changing world, entrepreneurship and innovation (E&I) competences have become increasingly important for success. To prepare learners with these skills and competencies, there is a need to choose effective teaching tools and practices. In addition to this, we have to deploy effective teaching and learning assessment tools and practice to be able to ensure that teaching E&I ensures that students or entrepreneurship promotion events participants have gained knowledge, acquired and consolidated E&I skills.

Thus, two workshops were focused on E&I teaching and learning assessment and were organised to learn from BOOGIE-U consortium partners internal best practices, best practices developed jointly within BOOGIE-U project and to learn from EIT Knowledge and Innovation communities. Workshops were organised on 31st of March 2023 and on 21st of April, 2023. Workshops agendas provided in the Annex 1.

The target group of the workshops was academic or non-academic university staff, teachers, who are interested in E&I and would like to get to know new teaching and assessment methods, teachers operating in different study fields and interested in integrating E&I into the study process, entrepreneurship promotion experts working in formal education field.

D6.3 Pilot activities report: Innovative support services for start-ups and scale-ups

This report summarizes the innovative support services for startups and scaleups developed under the BOOGIE-U project. It draws on two earlier works conducted: (1) The report summarizing the state-of-the-art of the existing services provided to startups and scaleups and (2) Methodological Guide and Toolkit for providing innovative support services for startups and scaleups. Based on these two studies, BOOGIE-U partners have utilized the opportunity to design novel services or to upgrade their existing services they provide to startups. The objective underlying this report has been to run pilot activities using the newly designed programmes at BOOGIE-U consortium members.

The report will explain how BOOGIE-U partners have prepared the pilot novel support services, how they have been implemented and what can be improved for the upcoming periods in order to better serve the needs and demands of the startups and scaleups. In this manner, it will serve as an important reference document for other universities planning to implement new support services for startups and scaleups.

D7.3 One Learning Assessment Toolkit and pilot test within the consortium

The aim of WP7 “Improving teaching and learning assessment for better I&E education” is to improve teaching and learning assessment in I&E education initiatives in BOOGIE-U partners. The core of this WP is to extend the already existing tools such as HEI Innovate EPIC tools, EntreComp, etc. to provide a comprehensive toolkit that can be used for different initiative formats, target groups (bachelor students, master students, lifelong learners), for different learning goals and adapted to the specificities of higher education institutions.

The deliverable D7.2 was focused on the results of two workshops on learning and teaching assessment (sharing of best practices) and the production of the guidelines of best practices, in particular related to learning assessment through a self-directed approach and a reflective perspective. The current deliverable D7.3 is a follow-up of the previous activities and focuses on the production of a learning assessment toolkit and feedback from a pilot test within the consortium.

In particular, 5 tools developed during the project and feedback gathered from a workshop and two test situations are described and reproduced.

During the second year of the project, the tools were reviewed within the consortium as articles were developed, and in March-May, 2023 a workshop and an internal testing phase within the consortium began to further review the tools.

D7.4 One Teaching Assessment Toolkit and pilot test within the consortium

The aim of WP7, “Improving teaching and learning assessment for better I&E education,” is to improve teaching and learning assessment in I&E education initiatives in BOOGIE-U partners. Deliverable D7.2 focused on the results of two workshops on learning and teaching assessment (sharing of best practices) and the production of the best practices guidelines, particularly related to learning assessment through a self-directed approach and a reflective perspective. The current deliverable, D7.4, is a follow-up of the previous activities and focuses on producing a teaching assessment toolkit and feedback from a pilot test within the consortium.

During the project’s second year, the tools were reviewed within the consortium as articles were developed.

In March-May, 2023, a workshop and an internal testing phase within the consortium began to examine the tools further.

D8.5 The ELD Academy Set-up Guidelines

In order to improve writing as well as publication within the BOOGIE-U partnership we have run a seminar series on writing for publication. The seminars have been led by professor Magnus Klofsten from Linköping University and have attracted interest from academic as well non academic staff and PhD students as from more mature researchers.

Comments from the evaluations made showed that the seminars were appreciated and that the participants learned things such as how to deal with review comments and the importance of a good title. They also learned to better understand the process and were thankful to Magnus that he openly shared his experience.

The seminar series has, as mentioned, included three workshops, see the list below, which have covered the reviewer perspective, how to succeed in writing and how to go from a research idea to the creation of a special issue. During the third workshop a creative discussion was held around how to create a call for a special issue or an edited book or a similar kind of production where contributions from several authors are qualified through a review process into a high quality production.
