This document represents the Project Management Framework, Quality-Control and Monitoring Work Plan (PMFQCMWP) for the BOOstinG Innovation and Entrepreneurship through European Universities (BOOGIE-U) project.It is the merge of two Deliverables, namely D1.1 “Project-Management Handbook” and D1.4 “Quality-Control and Monitoring Work Plan”.

Originally the two deliverables were planned as separate documents, but during their preparation it has become evident that Project Management Framework, Quality-Control and Monitoring Work Plan were strongly coupled and more effectively described in a single document with better clarity and without loss of information.

The aim of this deliverable is thus to establish the roles, procedures, and tools that will be used throughout the project and are necessary to ensure the project management and the related quality level of the project deliverables and the project outcomes and outputs.

This document is based and in agreement with the terms and conditions established in the EIT Digital 2021 Template Grant Agreement with UNITN and HIT under the EIT Digital Activity 21585 HEI Capacity Building Initiative, and related Task 21585-A2115 HEI IVAP Implementation, and related Subgrant Agreements for non EIT Digital partners, namely KTU, UAB,INSA, LiU and UiS.

This deliverable should be used by the Project Coordinator and all project partners in order to ensure the project management and related quality assurance during the whole project and to facilitate the detection and prevention of possible deviations from the work plan.

The use of the present guidelines will ensure better collaboration among the project partners and will also serve for the learning process where experience gathered is analysed and fed back into planning and an update implementation approaches of the project.

The document describes the project management framework and related quality review techniques, defines timelines for quality control and the responsibilities of the BOOGIE-U partners.

Current version of PMFQCMWP defines quality management considering currently known information. As phase 2 of the project is still being planned, and new activities may raise new quality management related questions, also as some questions are in consideration stage among consortium members, this document is treated as a living document and will be updated according to consortium needs and/or when relevant decisions are made.

D1.2 Data Management Plan

In this Deliverable the Data Management within the BOOGIE-U project will be described. Data Management Plan (DMP) describes how the data will be handled during and after the project.

DMP ensures consortium-wide alignment around the project’s data management processes, provides guidelines for data management to all partners in the project, describes datasets within the BOOGIE-U project. DMP is living document, which will be updated according to the consortium needs during project implementation.

D1.3 Consortium Agreement and Project Working plan 2nd phase

This report presents two main achievements of the BOOGIE-U projects in this first phase
1. The successful preparation and signing of the sub-grant agreements by all non KIC partners. The collection of all sub-grant agreements are included in a shared folder SUB GRANTs
2. The revision of the project working plan for the 2nd phase based on the experience of the first phase and on some optimization in the management of the activities that we would like to include. All KPIs, milestones, deliverable, and tasks present in the original proposal are still present in this revised plan.
We have:

  • aligned the deliverables and milestones to more sustainable reporting periods (end of June and end of December) for the remaining period. This also supports better the subdivision of the WPs in two main clusters; (i) WP3-WP4-WP5-WP6 and (ii) WP7-WP8 aligning all related deliverables and milestones
  • done some minor corrections in the responsible partners for a few deliverables to improve the balance of the work load between partner (no budget chanages) The revised GANNT is included to this deliverable as Annex 1

D2.1 Dissemination Plan

This report “D2.1 Dissemination Plan”,  will serve as a working document that will be updated to reflect actions, research and analysis performed through the course of the project aligned with the various project milestones. Its main goal is to establish the basis for the development of a common communication & dissemination plan of the BOOGIE-U project, which is funded by EIT HEI Initiative through Activity 21585-A2115 “HEI IVAP Implementation” in EIT Digital Grant Agreement.

The plan is based on the objectives and target audiences of communication and dissemination as described in the proposal. This deliverable introduces the comprehensive guidelines for the communication activities along with their objectives, target audience, key messages, content and communication means, channels and material, jointly with a monitoring framework to be performed during the project lifetime. This is a living document and will be updated and adjusted as the project progresses.

D2.2. Digital Platform selection

This report presents the implemented and used digital infrastructure to support all activities management, planning, documentation, dissemination et al) of the BOOGIE-U project . More information regarding data management is also provided in the D 1.2. Data Management Plan” in the Executive Summary chapter This is a living document and will be updated and adjusted as the project progresses.

D3.1 Report on relevant local hubs competencies and thematic areas

This report summarizes the results of research conducted within WP3 “Develop Innovation Hubs to foster innovation between companies and HEI” of BOOGIE-U project. First, the research has investigated the regional priorities and thematic areas in Smart Specialisation Strategies of the project regions. The analysis indicated five primary thematic areas that include ‘energy and sustainability’, ‘food’, ‘industrial systems’, ‘health industries’ and ‘logistics and mobility’. Other similar strategic priorities are categorized as secondary themes which cover the areas of ‘advanced materials’, ‘ICT’, ‘smart societies’ and tourism and cultural industries’.

The linkages among thematic areas with EIT KICs and United Nations Sustainable Development Goals (SDGs) have also been explored. It has been demonstrated that there is a great level of convergence between theidentified thematic areas and EIT KIC domains. All of the themes can be matched at least with one EIT KIC. Moreover, the thematic areas coming from the analysis of S3s in BOOGIE-U regions have the potential to contribute to UN SDGs to a substantial extent.

Then, the features of innovation and entrepreneurship ecosystems (IEEs) have been studied through data collected by interviewing relevant stakeholders in BOOGIE-U regions. Most of the IEEs are seen to be developing and carrying a potential to be expanded further. There is a broad variety of competencies and strengths that each region can bring on to the project activities in the future, while the challenges and needs concentrate on related topics, which include the need for mentality, talent and funding, across BOOGIE-U regions.

Finally, several policy recommendations have been devised in order to inform the activities of BOOGIE-U project during Phase 2 with an emphasis on the structure and possible interventions of innovation hubs that are planned to be developed in each partner region. First, the establishment of a clear vision supported with precise division of labour among regional stakeholders can help BOOGIE-U regions to boost their I&E capacities.

In this regard, innovation hubs to be established can be a good platform for ensuring the bottom-up approach. In the design of innovation hubs, the thematic areas, competences and strengths of regions and their possible linkages with EIT KICs need to be considered as such an approach bring additional value and pace to the activities of the project in phase 2. Finally, innovation hubs can position themselves as solution providers to the challenges and needs of regional IEEs by taking into account the possible interregional and international linkages and the potential contributions to grand societal challenges.

D4.1 Strengthening Quadruple Helix Collaborations

WP4 builds upon the challenge-based innovation approach developed in the ECIU University project, where HEIs are viewed as facilitators in the co-creation of solutions with different stakeholders to tackle complex global challenges faced by society. WP4 aims to merge this approach with the experiences of KIC partners and use this novel challenge-based approach to gather quadruple helix stakeholders together and allow them to bring their specific insights into the toolkits and guidelines developed in other WPs.

In particular, these activities will contribute to boosting HEI capacities by strengthening support services for start-ups and scale-ups (WP6) and enhancing entrepreneurship education (WP8).

Objective of the survey:

This survey will help the BOOGIE-U consortium to map and to assess quadruple helix collaborations both qualitatively and quantitatively in terms of curriculum improvement, innovation capacities and links with civil society.

The objective is two-fold:

  1. On the quantitative hand, this survey aims at establishing new collaborations and enhancing the nature, content and type of collaborations with external partners, including businesses, research organisations, governmental bodies, NGOs and other societal partners.
  2. On the qualitative hand, we will analyse each helix interaction with the institution in order to strengthen challenge-based collaborations in each HEI for enhanced curricula, innovation capacities and societal impact.

We will consider KIC1 partners and non-KIC partners as well as ECIU members regional interactions.

D5.1 Workshop establishing internal Community of Practice

Horizontal activities in WP5 “Enhancing networking and mutual learning through exchange good practices” are implemented, to contribute to reaching project goals, implementation of all project work packages, to increase cooperation among staff of partners’ institutions, to exchange good practices between partners, European Alliances and to bring in the best practices of EIT KICs to find solutions to major societal challenges in areas with high innovation potential, the diverse methodologies, approaches and content on I&E education as well as capacity building on these topics in European HEIs.

As part of WP5 activities, BOOGIE-U project’s Community of Practice was established. D5.1 Workshop establishing internal Community of Practice document contains information describing establishment of BOOGIE-U project’s Community of Practice, goals set for this community, future activities planned for community.

D6.1 Landscape of start-ups and scale-ups support services at the 6 HEIs

This report summarises key findings of a survey and interviews led with the universities and stakeholders partners of Boogie-U to map the landscape of support services to start-ups and scale-ups in the consortium.

The complete information is available in the annexes. The report will point out quantitative information (such as number of startups supported, average number of months of services provided, budget and personnel dedicated) and also qualitative information such as nature of services provide, best practices to be shared and opinions on mechanisms to improve.

D8.3 Executive training programs

Since the kick-off of Boogie-U, and during the first phase of the project, we have noticed the need to work together across groups due to the fact that the themes and content are common and equally shared in this first phase.

In particular, Workpackage 7 “Improving teaching and learning assessment for better I&E education” and Workpackage 8 “Academy for Entrepreneurial Leadership Development” naturally found the basis for collaborative and complementary work because of the complementary nature of the themes considered. The main goal of WP7 is to improve the assessment of teaching and learning in I&E education and the main goal of WP8 is to establish an academy for entrepreneurial leadership development.

Specifically, for the first phase, WP7 had only one deliverable: D7.1 “A report on survey/focus group analysis to identify current teaching and learning assessment practices” (Responsible partner University of Trento), which aimed to map the most significant practices in teaching and learning assessment in I&E Education initiatives.

WP8 had three deliverables: D8.1 “State of the art and good practices in the consortium (Linköping University)”, D8.2 “Basic online training course (University of Trento)”, and finally D8.3 “Delivery of executive training programs” (Universitat Autònoma de Barcelona).

For WP8, the main goal was to map the best practices of I&E Education in order to create an academy for entrepreneurial leadership with an online basic training course and executive training programs. It is intuitable how the work tasks of WP7 and WP8 complement each other and that is why we chose to cover them together in this report which therefore covers both of these WPs, and specifically D7.1, D8.1, and D8.3. The deliverable 8.2 “Basic online training course (University of Trento)” has in place been kept separate as it is mainly based on the collection of best practices in online courses developed during the years in EIT Digital.

D8.2 On-Line Basic Training Course Guidelines Version 1

This report “D8.2 On-Line Basic Training Course Guidelines Version 1”, main goal is to compile guidelines for the Innovation and Entrepreneurial (I&E) education designed, developed and executed within the BOOGIE-U project.

These guidelines will be based both on the experience gain in more than 10 year of work on this topic buy he KIC partners of the consortium (UniTrento, KTU and HIT) and by the synergic and also longtime independent experience present in nonKIC partners of the consortium(UAB, LiU,UoS, INSA). It will be a live document during the project and will serve as a working document that will collect best and novel practices in I&E education that will be updated to reflect actions, research and analysis performed through the course of the project aligned with the various project milestones.
